The safe use of mechanical restraints has been a topic for some time in the security industry, with the SIA refusing to both endorse or condemn the use of mechanical restraints by security personnel.
UK law makes it clear that the use of mechanical restraints is legal, if they are used, in the following circumstances:

Highfield has developed the Highfield Level 3 Award in the Safe Use of Mechanical Restraints (Handcuffs) (RQF).
This qualification is aimed at candidates who have already been through the SIA licensing process and received their licence, it has also been designed so that candidates can expand their skill set and knowledge in the use of mechanical restraints in a safe and lawful manner.
